In his History of Lowell and Its People (1913), Frederick William Coburn described a controversy that arose between the Town of Dracut and the neighboring City of Lowell. In similar circumstances to ours, Dracut owned a cemetery within the city limits of Lowell. Having neglected to pay taxes on a new sidewalk built on Hildreth St., Dracut had an outstanding balance to Lowell. Lowell then attempted to sell the cemetery, which would have made it necessary to move many of the remains at the cemetery.
